Renewed partnership with the southern neighbourhood – A new programme for the Mediterranean

 

At its 145th plenary session on 30 June and 1 July 2021, the European Committee of the Regions adopted its opinion on the new programme for the Mediterranean proposed by the European Commission and the High Representative of the European Union for Foreign Affairs and Security Policy.

This programme brings together all aspects of cooperation between the regions to ensure a union in the interests of peace, stability and prosperity in the region.

The Committee calls for the driving role of local and regional authorities to be promoted in a concrete and appropriate way, with the aim of contributing to territorial development that is as close as possible to citizens and their expectations, and as key players in sustainable development and active partners in the programming of European funds.

In concrete terms, the European Union, and more specifically the European Committee of the Regions, proposes and encourages the creation of forums, dialogues and exchanges at various levels between representatives of local, regional and national public authorities and civil society from European countries and those of the southern neighbourhood. This is to promote good governance and participation in decision-making processes.

Attached you will find the Euro-Mediterranean opinion and the recommendations of the European Committee of the Regions to make this partnership an effective and dynamic tool for developing ambitious, visionary and feasible projects in consultation with all its partners.

The feedback from the regions and local authorities will serve as a basis for discussion and reflection in order to be able to build concrete strategies on all the issues that arise in all areas, from agricultural land management and food security to the ecological and digital transition, including resilience and, of course, the major challenge of climate change, as well as many other points.

Hence the interest in exchanges and closer cooperation between the various partners, in order to guarantee the effectiveness and the strength of each partner’s proposals and to create a healthy and virtuous synergy for building concrete projects together.

An awareness of each other’s problems and the active cooperation of all actors at all levels will lead to fruitful exchanges and concrete results.
