Implementation of the Green Living Areas Governance Project – Interreg Euro-MED programme

As part of the implementation of the European Green Living Areas governance project, within the Interreg Euro-MED programme, the Nice Côte d’Azur Metropolitan Area, represented by Bernard MASSABO and Alison TORTI, took part on 19 and 20 March, in Krakow, in the “Let’s cooperate!” event organised by the Interreg Europe programme, focusing on the “Policy Learning Platform” developed by this programme.

This tool brings together good practices and public policies developed as part of European projects, so that they can be shared and appropriated by other interested stakeholders.

For example, as part of the Blue Green City project conducted by the Metropole from 2019 to 2022, the Metropole was able to contribute to the Policy Learning Platform by highlighting one of its best practices developed by the Environment Department: the creation of a black grid. The project also succeeded in changing regional policy, take into account nature-based solutions, not only as a way of mitigating climate change, but also as a way of adapting to climate change, in future calls for projects proposed by the French southern Region.

Based on this experience with the Interreg Europe programme, we have taken the initiative of asking the Interreg Europe programme to open up its platform to other European programmes, in particular Interreg Euro-MED, so that the Green Living Areas project can benefit from the good practices existing on the platform, and also contribute to enriching the platform with the project’s current and future results.

MNCA is Lead Partner of the Dialogue4LivingAreas, of the Mission Green Living Areas Project (Interreg Euro-MED programme 2021-2027)

The necessary changes and inevitable challenges posed by climate change and the adaptation to its effects, especially in the Mediterranean context, call for an ecological transformation based on decarbonisation and the establishment of a “Green City” model at the core of the urban space.

Taken its expertise in ecological transition and carbon neutrality commitment by 2050, Metropole Nice Côte d’Azur (MNCA) has taken the lead of the Dialogue4LivingAreas, of the Mission Green Living Areas project, a European project for institutional dialogue on Green Living Areas, part of the European Interreg Euro – Med Programme 2021 – 2027.

Developing public dialogue around green living areas

This European project, an integral part of the Green Living Areas mission, proposes to create an innovative support mechanism for the main Euro-Mediterranean stakeholders (local/national authorities, European institutions, associations, networks, cooperation programmes, macro-regional strategies), aimed at including their active participation in an Institutional Dialogue Community, strengthening Mediterranean cooperation through the improvement and transfer of initiatives and public policies.

The project focuses on the dynamics of cities as ‘Green Living Areas’, targeting climate change and risk prevention, energy efficiency, renewable energies and citizens’ communities engaged in energy management by promoting sustainable urban transportation, improving water and waste management and developing urban and peri-urban agriculture.

It therefore carries 3 objectives:

– Better identify stakeholders and public policies, and the potential for cooperation,

– Encourage exchanges between the various institutional levels and support the sharing/transfer of experience and practices,

– Improve strategic coordination at national, European and Mediterranean level between the main public policymakers.

The activities of this 7-year project will shape within a tree structure, progressively increasing the number of players involved and the scope of actions towards establishing a sustainable Euro-Mediterranean Institutional Dialogue on Green Living Areas (Dialogue4LivingAreas), with demonstrated results consistent with the 2030 objectives.

Ecological transition, spearheading Nice Côte d’Azur’s sustainable strategy

Nice Côte d’Azur, committed since 2008 to becoming the green capital of the Mediterranean, has been investing in a range of green projects, including soil permeabilisation, new natural areas’ creation, greening schools and urban agriculture. It particularly aims at creating an additional 70 hectares of green space, helping to counter global warming and improve its residents’ wellbeing.

MNCA, a major player in Euro-Mediterranean decentralised cooperation

This new project is part of a series of European projects conducted by MNCA, including MEDNICE, SEACAP 4 SDG and IRIS (energy efficiency and performance), BLUE GREEN CITY (green and blue infrastructure), MEDiate and ALPIMED CLIMA (risk management and climate change), etc.

MNCA is also a major player in Euro-Mediterranean cooperation, implementing its strategy and steering its actions at local and Euro-regional level. Nice Côte d’Azur chairs and leads the EUROMED Cities Network, housing its General Secretariat since 2012.

MNCA’s Euro-Mediterranean roadmap is structured around three main areas:

  • Green, intelligent and attractive cities
  • Climate, health and safety risks
  • Culture, memory and youth.

SEACAP 4 SDG, a fruitful cooperation project for buildings energy performance

The SEACAP 4 SDG, a EU project led by the Nice Côte d’Azur Metropolis, presented its conclusions at the occasion of a closing conference held on 6 September 2023 in Alexandria, Egypt, in the presence of participants representing local and international institutions. The Nice Côte d’Azur Metropolis was represented by Mrs Agnès Rampal, Deputy Mayor of Nice delegate for Euroméditerranean Cooperation and Vice-President of the Nice Côte d’Azur Metropolis, who addressed the topic of capacity building in energy performance.

The project aimed at capitalising on the results of 14 reference projects working for the energy renovation of buildings in the Mediterranean basin.

The SEACAP 4 SDG project, part of the call for capitalisation of the ENI CBC MED programme 2014-2020, gathered 9 partners joining forces to identify innovative solutions and tools to reduce energy consumption in public buildings through cost-effective energy renovation approaches integrating sustainable energy access and climate action plans as well as innovative support mechanisms for cities.

The SEACAP 4 SDG project thus capitalised on 14 reference projects funded under EU initiatives (ENI CBC MED, INTERREG MED, UfM), taking into account their contributions and results, identifying generalised characteristics, and adapting the knowledge acquired to maximize the efficiency and effectiveness of energy renovation strategies adapted to local specificities in the Mediterranean, in particular energy poverty.

These contributions and results will be implemented in 9 cities around the Mediterranean basin with capacity building mechanism and training activities to help these cities to replicate these achievements and capitalise on them thereafter.

The coordination of SEACAP 4 SDG was conducted by the Nice Côte d’Azur Metropolis, representing the Euromed Cities Network – Provence Alpes Côte d’Azur (France), with public and private partners in seven Mediterranean countries:

• Mediterranean Center for Renewable Energies – Tunisia (Tunis);
• Neapolitan Energy and Environment Agency – Italy (Naples);
• Energy Research Institute of Catalonia – Spain (Barcelona);
• Polytechnic University of Valencia – Spain (Valencia);
• Arab Academy for Science, Technology and Maritime Transport – Egypt (Alexandria)
• University of Patras – Greece (Peloponnisos);
• National Energy Research Center – Jordan (Al-Aqaba);
• Lebanese Center for Energy Conservation – Lebanon.
